The Irish Government has adopted the EU traffic light system for travel. Within the traffic light system, regions across the EU, EEA and the UK are categorised as green, orange, red or grey, on the basis of the risk levels associated with COVID-19. A map showing the designation of each region is published each week by the European Centre for Disease Prevention and Control (ECDC), based on agreed criteria, including the 14-day cumulative incidence rate, testing rate and testing positivity rates. Currently (Nov. 23rd), Ireland is categorised as orange. There are no restrictions on travel from a GREEN area to another country within the system. Each EU member state can set its own rules in relation to how it deals with arriving passengers from orange and red areas. For Ireland:

Passengers ARRIVING from an ORANGE region should restrict their movement for 14 days unless they have a negative/not-detected result
from a COVID-19 PCR test taken no more than three days before their
day of departure.

Passengers ARRIVING from a RED region will not have to continue to
restrict their movements for 14 days if they have a negative/not-detected
result from a COVID-19 PCR test taken at least five days after arrival in Ireland.

For DEPARTING passengers, it is important to note that some countries, including those in the EU, may require visitors to have a negative COVID-19 test result in advance of travel, either to enter the country in the first place and/or eliminate the requirement to quarantine on arrival. In most cases, a certificate showing the negative COVID-19 test result must confirm this test has been performed within 72 hours of arriving in the country, state or region.

These requirements change rapidly, and passengers are advised to check the current COVID-19 entry requirements for a particular country, state or region before departing Ireland. COVID-19 Testing at Dublin Airport: Two private companies, Roc Doc Health Check (from November 19th) and Randox (from November 23rd) will provide RT-PCR COVID-19 testing at Dublin Airport.
